Mandatory Training Requirements 

Training Requirements for the Public Safety Report System (PSRS)

The Public Safety Report System (PSRS) does not require formal training provided by the Office of Court Administration (OCA) as a condition of access. However, each Local Administrative User (LAU) or agency is responsible for ensuring appropriate internal training is provided before granting users access to enter, review, or remove information in PSRS. The Catalis Help Center has YouTube videos and other training matierials to assist onboarding and training new PSRS users.

Registration for DPS training will require creating a profile in their Training Management System - Cornerstone. Additional information for registering can be found here. 

Judicial Training:

Only judges who are compliant with the judicial education requirements of Art. 17.024, Code of Criminal Procedure may set bail for a defendant who has been charged with a Class B misdemeanor or higher category offense.

Required Training:

1.  Duties of Magistration: Training provided by appropriate judicial education entity.

2. Criminal Justice Information System (CJIS): Training can be set by your agency Terminal Access Coordinator (TAC) with Department of Public Safety (DPS). Certification must be completed annually. 

3. (Optional) TLETS Mobile Access: If the Judge wants to query a criminal history within in the PSRS, this DPS training is required. If the Magistrate will only review an already queried criminal history in the PSR, this training is NOT required. 

Mandatory State and Federal Training Requirements:

State and federal data-security requirements do apply to all PSRS users.

1. CJIS Security Awareness Training (Required for All PSRS Users or View Only access to PSRS))

  • Who must complete it: Anyone with PSRS access, including view-only access

  • Requirement: Criminal Justice Information System (CJIS) Security Awareness Training

  • Frequency: Initial training and annual recertification

  • Purpose: Ensures proper handling, storage, dissemination, and security of criminal justice information

  • Administration: Managed by your agency’s Terminal Access Coordinator (TAC). If you are unsure who your TAC is or whether you are compliant, contact DPS. 

2. DPS Mobile Access Training (Required for Criminal History Queries)

  • Who must complete it: Any PSRS user whose job duties require them to query a criminal history through PSRS

  • Requirement: Texas DPS-approved criminal history training

  • Purpose: Authorizes users to access and query criminal history data in compliance with DPS and CJIS standards

Key Reminders

  • CJIS and DPS training requirements apply regardless of access level

  • View-only access does not exempt a user from CJIS training

  • Agencies are responsible for monitoring training compliance for users operating under their ORI
